The Batmobile/Batplane scenes left as much collateral damage as they do in every other film he's been in

No, it's just that everyone wants super simple plots that going beyond that limited realm, will make more people in general than appreciate it. Especially with DC characters.

He wanted to make it a government program because it would look better to have the backing of the government to do it and that way he didn't have to do the funding himself
