but he can't prove that Roy is Arsenal, and if the man comes and says he's the Arrow and they have proof right in front of them (i.e. him wearing the Arrow outfit, with the bow and arrow and jumping down off the van...), they have to take him into custody

That's EXACTLY what happened. All the season 2 writers precisely went to do the Flash show.

It has been a shytty season though.

Man! Ra's out here playing chess on these fools! Lol! Can't say this enough, when Ra's on screen, he's on damn point. He put the batteries in Captain Lance's back. Amazing scene to watch. I can see why a lot of people are not liking this season too much because of the slow pacing. I think this is pretty good for this show because it has so much going on, it needs to take it's time to flesh things out.
