Yeah, they handled that aspect pretty well especially with the end emphasizing that Luffy got the Pirate King mentality.
His finishing blow was crap though. Completely uninspired.

Stampede was pretty dope. Luffy closer to the top then we’d like to believe. Story was mediocre but animation and action were on point

Currently -- Admirals, Emperors, Dragon, Kuzan and Mihawk are certified Top 10. Right under them I'm slotting characters from the older generation - Garp, Sengoku and Kong. There's unknown variables in Im and Gorosei -- though if Shounen blueprint is any indication Im might end up being Top 3 status. All Time -- Roger and Whitebeard remain the pinnacle. As for the generations -- Roger, Whitebeard and Kaido dominate the respective eras as the strongest.

Marineford -- Old Sengoku and Garp mention their times are up and its time to move along for the next generations. A huffing Old Rayleigh mentions against Kizaru he's no longer the combatant he was. After suffering a grievous wound MF Whitebeard mentions he can't be the strongest forever. Hence, me putting current old generation underneath active in their prime Top Tiers.
Whitebeard -- There exists at least three potential iterations of WB in the series. Prime, Old and MF. A battered and wounded MF WB proved to no longer be at the height of his glory days. However, prior to this arc we got confirmation of Old WB as the (a) Strongest Man (b) Strongest Pirate (c) Man Closest to One Piece. There's character statements from Buggy, Shanks, Garp, Sengoku, Akainu, Teach, Law and Linlin confirming this.
Breh asked who're the current Top Tiers -- Garp isn't in his prime. Last point was we've had 3 eras -- Old, Golden Age and Worst Gen. Across those three Roger, Whitebeard and Kaido were respective strongest.
