I'd prefer a league where players can leave when their contracts up, and not be bound to whatever their team wants to match for them. You just sound hurt that Butler is rumored to want out.

In your scenario, teams like Minnesota, Milwaukee, etc, etc would just be farm teams developing talent for the bigger markets
Competitive balance is a joke, many owners are just lazy and inept at running their organizations. Teams don't have unlimited funds with the salary cap so players are "forced" to sign with teams outside of the "big cities". And smaller markets that are run well can make themselves desirable options, ex. San Antonio. This would be the case even without a salary cap. Look at baseball.

Rich Cho had said that the team and management have been debating on this decision over the past few weeks and were unsure if they would or would not give Biyombo a qualifying offer. Now that decision has been made.

Cho spoke on the decision and said that “with the recent trades we made, we don’t have room in the front court.”

Letting Biyombo go will come across as a small thing to the general public.
