Teams don't have unlimited funds with the salary cap so players are "forced" to sign with teams outside of the "big cities". And smaller markets that are run well can make themselves desirable options, ex. San Antonio. This would be the case even without a salary cap. Rich Cho had said that the team and management have been debating on this decision over the past few weeks and were unsure if they would or would not give Biyombo a qualifying offer. Now that decision has been made.
