I think you're right.
There was an interview from years back when some reporter asked Vince about AEW snatching up WWE releases, and Vince just smirked and said something like "good for them, maybe we'll send them some more".

For Jericho though he’s over welcomed his stay. He used to have that formula where he would be around for a few years, disappear for two to three years, so we miss him, and then come back. Then add on top of the fact he doesn’t have the down time to get in shape, up there in age, and abilities are declining.

I don’t mind Mox being one of the top guys year in and year out. Roman and Seth never stepped down from the top spotlight. Guys like Okada and Tanahashi was the main focus forever in new Japan.

It just really boils down to creative being shytty.
