Kenya accused Somalia of auctioning the oil in the disputed region (Somalia didn't) and declared Somalia as an enemy state. They recalled their ambassador and expelled the Somali ambassador in Nairobi.
Kenya knows that it will lose the border dispute at the International Court of Justice. This is their last ditch effort in trying to force Somalia to settle outside of the courts. Kenya needs oil so they can pay back their debt to China.
Somalia currently has the upper hand. The government released a cool-headed statement saying that they're not the enemies of Kenya and that they are awaiting the verdict from the ICJ before they auction the oil in the disputed region.
This forced Kenya to retract their initial statements.
The PS said the government had only "summoned" Kenya's envoy to Mogadishu Lucas Tumbo for consultations.
"We summoned ours for consultations and asked that theirs departs for consultations on their side so that we can resolve this matter with credible and correct information from both sides," he tweeted.
