But most of these carjackers are kids and they ain’t locking them up for life unless they commit assault in the process that results in deadly injuries

CLEVELAND, Ohio— A Cuyahoga County Juvenile Court magistrate let a 14-year-old boy off house arrest in a carjacking case a month before police and prosecutors say he and others embarked on a crime spree that included dozens of other carjackings, according to court records.
Cuyahoga County Juvenile Court magistrate Jeffrey Ehrbar during a Feb. 3 hearing removed a GPS-monitored ankle bracelet and conditions that he stay at home while his robbery case made its way through court.
The teen’s defense attorney requested the lesser restrictions and said he was doing well in school, according to court records. Ehrbar agreed over the objections of Cuyahoga County prosecutors.
Six weeks later, Cleveland police arrested the teen and two others and accused them of being part of group that wreaked havoc on the city, including committing some seven carjackings on Saturday. Police said they suspect the group is responsible for 30 to 40 carjackings and car thefts in the last few months.
Cuyahoga County Prosecutor Michael O’Malley said in a statement that there was no need to remove the teen off house arrest.
“It’s clear juvenile violence is increasing exponentially,” O’Malley said. “The answer can’t be to return kids to the street on a previous carjacking. Home detention was working and there was no need to remove him from home detention.”
The teen at the time also faced a domestic violence charge. He was first arrested and charged with robbery in December in Cleveland’s Shaker Square.
The teen, along with an unidentified robber, about 10 p.m. Dec. 22 walked up to a 21-year-old woman sitting in her car and looking at her phone after a shift at Sasa restaurant.
The duo opened her door and yanked her out of her car onto the ground, according to court records. The woman fought back. She pulled one of the teens from her car and got back into the driver’s seat. The duo pulled her back out of the car and threw her to the ground, according to court records.
The robbers drove away in her car, which was packed with Christmas gifts, including a book bag, cash and a skateboard, court record say.
Investigators believe he committed several other armed carjackings in the months prior.
Investigators are still piecing which of the most recent carjackings he committed, but have so far linked him to dozens, according to police and court records.
After his release from house arrest, the teen stole an elderly woman’s car on Feb. 21 in the parking lot of the Silverspot Cinema in Orange Village’s Pincrest shopping area, court records say.
The next day, he’s accused of carjacking a 64-year-old woman at gunpoint outside a home on West 143rd Street near Leroy Avenue.
A judge issued warrants for his arrest on those two cases and Ehrbar revoked the teen’s bond during a March 3 hearing, according to court records.
The teen then committed at least seven armed robberies on March 6 across Cleveland. Cleveland police officers four times asked to chase cars stolen by the group that day, but were not allowed to chase.
The group committed several more carjackings, including one about 2 p.m. Tuesday, when Cleveland police geared up for a manhunt for him and others linked to the robberies. Officers arrested the teen and two others after a police helicopter followed them for about a half-hour.
The three teens pleaded not guilty to the charges on Wednesday, and a judge ordered they remain in the Cuyahoga County Juvenile Detention Center until their cases are
