This is closer than it seems. It will come down who's faster on the drop, who can get off a shot the fastest, Hand 2 Hand I got The Punisher he traded blows with Daredevil, Spiderman. They both can shoot from Long Range but I give it to Punisher due to his high tolerance of Pain

1. Frank got a losing track record against costumed heroes no prep, specifically street level hand to hand.

2. Ollie is better with a bow than Frank is with a gun. Ollie's actually been trained by the man who trained Deathstroke to beat Deathstroke, which is why he has no problems beating the Red Hoods, Deadshots and Arsenals in DC.
