Tony Stark.
Lex is the smartest human being in DC while Stark is top 10 in Marvel. Tony's specialty is engineering and tech whereas Lex has mastered every form of science including ones he's created. Dude has cures for nearly every disease imaginable but doesn't share them cause he's an a$$hole

With BannerTech, Bruce Banner has shown he can do what Tony can as well as the multitude of other things he's mastered. We know the deal with Richards and Doom. We agree Lex would pull out the win but you can't be reading the same comics from even the past 5 years if you think Pym & Stark are still on even ground. They've continuously allowed Starks intelligence to grow along with his popularity. Fair or not, that's a current fact & his feats surpass Pym & Banner.

Pym Particles and creating Ultron alone are some of the most significant feats in Marvel. I have no problem putting Tony above him, but my reasoning for even bringing him up is to show how far removed Luthor is from every other genius human in DC vs Stark.
