didn't someone on here suggest that WEst African nations make an OPEC style organization for cocoa?
None of that stuff works people trying to find other solutions when the logical one is industrialization and value addition/processing. Ivory Coast like damn near every Sub-Saharan African country does not manufacture anything and only export raw materials which are susceptible to international price volatility. When was the last time anybody saw a piece of chocolate candy made in Ivory Coast on their grocery store shelves when that country has probably over 60% of world's supply in cocoa. Just lack of seriousness in policy implementation and governance. The point is to manufacture not create cartel. Manufacturing brings much more wealth to your country and creates jobs along the value and supply chain.
Another reason why a cartel type of structure like OPEC won't work because spending and consumption of chocolate is discretionary meaning it's not a necessity compared to fuel/gasoline. People can go without chocolate for long periods of time not gas/fuel.
