You have to understand the culture. Most Afghans want stability even if it mean being under Taliban rule. They are a simple people who want to live without the constant threat of war.
Also no amount of training was going to give the Afghan military an advantage over the Taliban. The Taliban is comprised of men whose entire occupation is being a warrior. Many of them have been fighting for decades and have a shyt load of experience on the battle field
