I believe it. When the U.S. was hastily exiting from Vietnam, they tried to burn as much correapondence as they could between themselves all the Vietnamese translators/inside intelligence people they could but because it was such a hasty retreat they ran out of time and couldnt leave fires burning so they just tried ripping up remaining documents to shreds and scattered them across the embassy...the Vietcong came in and had their people pick up every single piece of paper and they scotch-taped these thousands of paper fragments back together to identify who had helped the Americans and then they went out and killed those people.
The U.S. does not have a good track record on keeping foreign informants safe when they pull out of a war.
