Yes because Asians and blacks are treated exactly the same way by society and all American citizens arrived at the same time under the same circumstances. Never mind slavery, Jim Crow, the destruction of Black Wall Street, drugs etc.

Basically the parents and reason they came, even with Asians are a huge predictor of success. If most are coming here because they are good students, they will likely have children who are good students. Doesn't make their entire race or culture superior to others.

There's more hispanics than blacks in LA, but there's a slight increase at the Cal States'. With that said, the enrollment for blacks is around 4.5-7%

This is also true. I know quite a few Asians who weren't as academically well of as make believe.
