They scrub their win loss record simply by deleting a file
Aka, can lose ten in a row, hop off , scrub that shyt like it never happened. Rank is back to where it was.

Realistically, Crossplay in ranked is a bust.
PC got cheating allegations, so console players don't want to play with them. Consoles are more often on wifi and in some cases got more innate lag (shoutouts to SFV), so PC players don't want to play with them.
It's great for lobbies though because you can guarantee no matter what setup your homies got, you'll be able to play with them and the environment in those cases is more controlled, so you get better matches. Definitely good news overall.
Especially with all the console war stanning around here.
