Trump's didn't take a position on the ban's constitutionality. He clearly wants to protect key TikTok investors - including a major donor of his - by ensuring it's not banned but sold to a company the USG is more comfortable with (can control more). Biden still supports the ban.

I don't actually care why politicians do things if it's the right thing -- among other things, motives are unknowable -- but I explicitly mentioned this role that donation played in the second tweet.
