The Government can only shut down if the house and senate fail to pass a budget or other law that otherwise continues to fund the government.
The possibility of it happening can only arise once every 1-2 years. It’s not something the president can do unilaterally.
In 2013 the Republicans were trying to remove funding for Obamacare from a resolution that needed to pass in order for the government to continue being funded.
