My theory is that Joker looked like he did in that phone pic when he was terrorizing Gotham but since he's now locked up, the prison made him get rid of his make up and the tats are whats underneath or he got them while in the prison.

I can see pissed off/locked up for years Joker getting a few tats. Still not sure about forehead tat. But its possible.

Again, I HATED the idea that Joker was wearing makeup (Ledger) at first. He pulled it off.

We just gotta see if Leto can pull it off. I think he can. Damn shame we gotta wait so long though.
