Him being more machine than man fukked with his ability to reach his full potential within the force. A mostly organic body is implied to be needed to gain anything close to the mastery over the force that Palpatine & Yoda have. It's the same reason why we see General Grievous (A being who is like 95% inorganic at this point) being fully capable of wielding lightsabers but not able to do shyt in regards to actual force powers.
