Nah, Mannie Fresh definitely wasn't #1 in 2000. He and Swizz tapered off in 2000. Dre actually had a bigger 2000 than them. The Neptunes as well.

Regardless of what you think of The Neptunes, they were bigger than Fresh in 2000.

Dre went into 2000 with 2001. It dropped November 1999, but had songs that were still in rotation throughout summer 2000. Like it or not, there was Eminem's MMLP. Then he had joints on Xzibit's Restless, which was the biggest album of X's career. Dre ended 2000 with work on Snoop's Last Meal, which is one of Snoop's better albums.
