I somewhat see where the OP is coming from regarding De Niro and partcularly Pacino.
However 'Brazil' alone pretty much disregards his argument regarding De Niro.

These are some of my favorites actors, but
Sometimes it's not that an actor isn't showing any range so much as it is the actor is SO famous you can't see beyond their fame to get a good look at the work they're doing.
It's not that those guys don't have range, because they do. But after they open a lot of eyes with a certain type of performance, then roles are written with them playing that type of character in mind. They can basically name their price after that. If you really want to see a lot of actors' range, see the stuff before they got real famous. Ryan Gosling is a good example of that in the modern era. After Drive, he gets casted as the tough guy with a sensitive side. Bruce Willis was a good example before Die Hard. He was doing comedies.
Nonetheless, if you want to talk about actors with limited range...
Paul Walker
The Rock
Vin Diesel
Channing Tatum
The rest of the cast of Fast and Furious 6
and Bradley Cooper... might have range, just don't see him as a good actor.
bradley cooper has done limitless, hang over and silver lining playbook (which deniro was also in...everyone did a great job acting in this, chris tucker had the whole theatre damn near crying from laughter)
so you cant really put him in that list
The Rock I mean hes supposed to be an action star same with vin diesel ... thats what they are supposed to do, thats why they are who they are..
Channing tatum and paul walker though.. has paul walker even been in any other movies besides fast n furious since thye came out ?
Shia labeouf seems to play the same hyper, paranoid, talkative character in majority of movies i've seen him in he might have one film that doesn't fit that mold that i haven't seen tho
