What you're witnessing is the effects of the violence radiating out.

Somebody killing a dude for murdering his uncle earlier that same year isn't worried about that house party
incident, he's worried about the results of those decades of violence that one incident spawned (and the contemporary ramifications of it.)

There are also other things at work, drug dealing, sex trafficking, extortion etc.
