Mass Effect is better. Even with the ending of 3 the games overall are far more consistent. As much as I enjoyed the story MGS4 is trash as an actual game. It barely has any real gameplay in it.

MGS had consistently better endings.

MGS2 ending
Then MGS4 and 3 and Peace Walker not to mention the very first solid game.
