Hitler's plan was not mass extermination against the tiny Black minority in Germany (about 20-30k) through concentration camps, he segregated, isolated, and sterilized the Black population. He was busy killing off the Romanis and Jews because they had far greater numbers compared to Blacks.

And the uses of concentration camps were influenced by the concentration camps set up in Namibia by German colonisers 20 yrs prior.
