This plan is not feasable due to goverment regulations. It is illegal to grow food and sell it directly to the community without jumping through goverment regulations and paying taxes. That drives the price of the food up, so now it has to be sold to high end restaurants willing to pay a premium for locally grown produce.
The only reason food stamps are so prevelant is because the goverment is standing in front of the food in the first place.
One can grow food to feed himself and family. One could also barter--if regulations prohibit him from selling with cash.
