Patriots, Jets, Ravens, Bengals, Steelers, Texans, Broncos, Chargers, Cowboys, Giants, Eagles, Bears, Lions, Packers, Falcons, Panthers, Saints, Bucs, Rams and 49ers have their starters established. That's 20 teams there.

Dolphins, Browns, Colts, Jags, Titans, Redskins, Vikings, Seahawks are rebuilding and have prospects as their starters, so they're not going to sign McNabb to be a starter. That's 8 teams.

Bills, Chiefs, Raiders, Cardinals are teams where he might be better than the current option, but those teams already invested a lot of money to their QBs, that they'd probably only want McNabb for cheap. And the past couple years McNabb hasn't blown anyone away that would make those teams seriously consider giving him a look as a starter.
