Unless things have changed since I was in the military:
By law the state PROVIDING the job is the one that gets to collect income taxes therefore NY would still get the tax money at their rate. Only thing he would save living in Jersey or CT would be property taxes and other taxes.
Only when you're in the military can you CLAIM one state and work in another and only pay the state you claim's taxes.
