1st of USDA can't do anything because it's WADA (World Anti-Doping Agency) that stipulates what is banned and what's not. USADA is one of WADA's signatories and has agreed to uphold its rules. So USADA is required to punish the athlete, per the code.
Secondly no other black athlete who made the olympic team tested positive for marijuana
