Booker's quote is only partially accurate. Once they hit their peaks Sammartino, Hogan, Backlund, Bockwinkle, Austin, The Rock, Cena, and some others never played the background, even when they became part-timers.
Sammartino, Hogan, and Backlund had world champion runs that lasted over a year (a decade in Bruno's case), and they were consistently over. In fact, Hogan would probably still be popular today if we never learned what a racist p.o.s. he is.
The guys that I mentioned were big deals because they were booked like big deals. You mentioned Sky being an inaugural champ, but look at his booking since then. He's been wasting away on YouTube, and he got pinned clean by a 62 year old man. He's a victim of bad booking, and as such very few people care about him.
Saying that Scorpio is a former tag champ is like saying Pedro Morales is a former champion. It's true, but he was a jobber for the bulk of his US career. Wrestling fans have a short memory; nobody cares what Scorpio WAS, we want to know what he's all about NOW.
Had they let Scorpio go on a televised run after leaving S.C.U., and maybe given him a TNT run (he got one TNT title match & went straighr back to Youtube), and NOT let him get sonned by a senior citizen, things might be different. However, as of now, he doesn't seem like a big deal.

Sky's a good guy to have around and I have no problem with the current push he's getting, but please look at his runs with SCU and his current run with Ethan Page and ATT. Has he EVER IN HIS LIFE projected like a top line star?
Like, Ethan Page is actually going to be somebody in the future, because he's been somebody everywhere he's been. Dan Lambert wasn't even in the fukking business 5 years ago and he's come in and elevated everything he's been a part of. It shouldn't be hard to outshine career upper midcarders like Daniels and Kazarian (as much as I like those guys) if you're really going to be the cornerstone of a company. AJ Styles and Samoa Joe did it for years, and look at what happened to them once they finally left TNA. But Sky has never, ever been able to do this no matter where he's been.
You know who else did the j.o.b. for Sting in the promotion? Ricky Starks, who now has his own stable and a platform to get himself over every week on Fridays, and is probably more over now than he was when he took that loss at Revolution.
For fukk's sake, Ethan Page debuted around the same time Sky turned heel, and IMMEDIATELY overshadowed him in the Men of the Year. Sky better hope against hope that Jorge Masvidal doesn't stick around for any length of time, because then he'll be the fourth most important person in a three wrestler stable. Why should someone like that have beaten Darby Allin (an actual homegrown star), especially when you have Miro waiting in the wings to have the run he's currently having right now...not to mention about five other midcarders including his own fukking tag team partner?
I'm not going to say that there's nothing there with Sky. Look at him on Ethan Page's vlogs: he's funny, charming, affable, and generally someone who's at least a bit more interesting than he is on TV. But it doesn't translate at all to a wrestling context. Without that, he can't be a top line star and any big push is going to end in inevitable failure (which is why he desperately needs someone like Lambert around to help him talk, project, and get over on that front).
Edit: And to @Bryan Danielson's point, Sky actually has a slightly better record than Ethan Page (21-2 to 20-3) this year. They're trying, and they've been trying with him for a while. But he's just not gonna bet there on his own.
