sometimes i wonder at what point do leaders consider evacuating cities?
i understand that life goes on but in a situation like this?
a handful of minutes is all it takes for a Russian ICBM to hit any Western European city.

Just because they have the weapons, doesn't mean they have the ability to use them. Russia is showing that they are totally out of their element in modern warfare. They might have the tech on a conceptual level, but who knows how to use them? How many do they have? And are the ones who do know how to use them willing to? If they can't even get into the Ukraine, how are they going to get into the countries they bomb? At this point they're all but nullified, and the threat of nuclear weapons is the only thing holding Russia together as a country. They need to bite back in a big way or its over for Putin and Russia.
