I don't know how much of this is scare tactics, but if I were Russians, I would be a bit worried about 100k North Koreans getting a chance to be out of North Korea. I am sure nothing will come of it though.

Pretty much, along with keeping it hush-hush that a good majority of frontline troops getting killed right now are Non-Slav Russians. What is for certain is Russia is having to pool in resources anywhere to keep this war going, and the last thing they really need is 100k N. Koreans who see a golden ticket just kill their Russian compatriots and 'vanish'.
They won't have to worry about crossing the Korean DMZ.
