Its very organized per the Russian (KGB/FSB) model of espionage. Corrupt and blackmail at the ground level to support larger efforts at the top. They have been working congressmen\senators on both sides of the aisle for years for this very moment. They did the same thing with the NRA to work their way into the RNC.
