That was likely because SDNY had already bushed him and he realized he had to do whatever he could to avoid a longer sentence. It must have sucked slowly realizing that other people were talking and that he was becoming more and more expandable.

One aspect is that according to the NY Times story this week, he didn't want a traditional cooperation agreement, he wanted the fast track. That could be why he isn't getting 5k1 letter. He wants to cooperate, tell everything, and get his time, and start a new life. Cooperation and 5k1 could keep him in limbo for years.
