To be precise, The NSA, CIA, FBI, and Office of the DNI made that determination. The Coast Guard Intelligence Agency did not give their two cents.
However, technically the DNI speaks for and coordinates between all 17 agencies, so it's not a meaningful distinction.
Just that these four were the the only ones actively investigating #TrumpRussia. The other 13 agencies have their own projects to focus on.

The meeting was originally set to run for 30 minutes. The First Lady was reportedly sent in at the one hour mark and the meeting only ended after Trump and Putin spent two hours and 16 minutes together.
