Scott said he never wanted a heavyweight title push because he wanted to legitimize the underneath belts.

Growing up the Intercontinental title was a major title and I never viewed it as a stepping stone because of him.

Yeah but he would be looked at as much more of legend today if he had some world title reigns. Regardless if he cared or not.

In WCW he was primed a few times but they never pulled the trigger, don't blame them as he was deep into his issues by then.
