Well why did they back off of testing against JMM, who they openly suspected of cheating? That was lip service. They got faced with a chance to show and prove and sacrificed Pac health and career by NOT agreeing to testing against a guy who was using a known cheat, Memo Heredia.
Because it would've looked bad for Pac's camp, who initially refused Floyd's drug testing terms who had suspicions of steroids, to then turn and demand JMM to take drug testing because of suspicion of steroids.
It would've made him look like a hypocrite, so they backed down from it.

I don't see him agreeing to RANDOM blood tresting which was the issue. Newzz said he agreed to all the blood testing, which he didn't. He never agreed to random blood testing insisting cut off dates. The shyt fell thru, because Floyd then came up with the excuse that he wasnt gonna negotiate any PPV/Gate sells with Pac and take the entire pot at 100% leaving Manny nothing, which made the fact that Manny was willing to accept all drug testing terms null and void.
