I agree with your second point, and that's the problem with a lot of championship level heel/face turns.
If you don't line up good opponents for the guy to work with, he loses that face luster and people get bored with him. His push loses steam, people stop checking for him, and you're forced to move him down the card or change his alliance again.

I can agree to an extent, but he does a good job rallying crowds in match which is an important and oft overlooked skillset for faces.

I know one guy who does that well.
