I'll set it off from the perspective of someone from the city, but mostly raised outside the city. I think I've gotten a perspective of having seen so many areas around the country, it helps me appreciate Sac even more every time I'm back...
Wonderful and underrated city that gets undervalued because it isn't coastal like most California cities, and is in a state loaded with large and popping cities. If Sac was anywhere else in Anericq it would be more appreciated...
The culture is unique, there is Bay influence but Sac has it's own web of influence. The different personalities of the city are interesting to note, like North Sac is different from East Sac which is different from South Sac...
One of the most diverse cities in the whole country with a strong economy and an underrated strong black community. Some of the most gorgeous women anywhere, the arts scene is popping, great food...
About the only drawbacks to Sac for me is that there aren't any majority black neighborhoods anymore, its normally very dry and when it's hot, it's hot as fukk in Sac, and that Sacramentans don't seem to realize how great the city is and what it can be. Not a defeatist mentality, but I debate this with my siblings--->there are 10 of us total, 8 of us were born in Sac and 6 of us spent their entire upbringing in Sac and never left. And the pessimism Sacramentans have when comparing Sacramento to The Bay or elsewhere is crazy to me, because I've seen these other places...
Sacramento is exactly what you'd think a city its size, 2.3-million metro and the center of culture and commerce for a ~4 million Central Valley, it is exactly what you'd think a city its size should have. And I've been to and/or lived in Baltimore, Charlotte, Pittsburgh, Kansas City, Cleveland, Indianapolis, Nashville, etc and the biggest difference between all those cities and Sac is all those cities are either the 1st or 2nd biggest cities in their states, so their isn't as much competition pulling the spotlight from them...
And I'm talking shopping, food, transit, nightlife, economy, arts, etc, on balance Sac stacks up well with all of these places, even if it doesnt have the "best" of everything, by no stretch does it have the worst in anything...

@FruitOfTheVale said about Oakland, I've been enough places to see Sacramento has mostly the same level of things similar sized cities have, and does some things better than these cities. It's just in California...
My perspective may would be different if I only grew up in Sac and it was all I knew, I'll let the other brothers chip in but I love the city, period. Only other place in California I'd take ahead of it is LA, no exceptions. shyt is an easy 8 for me and when the COL bubble bursts and black people start migrating back to Cali, its potential is so high. I love Sacramento...
