I don't know about "legend" but if you move Lupe back a decade he fits in perfectly with the Pharcyde, Nas, and jazz rap in general.

Young Chris: late 90s. during that whole jiggy period. Jay-Z stole his sound & made it a staple of his because Chris was just a young naive nikka during the Roc days.

Nipsey Hussle: early 90s. He could've blew. Then again, people may have dissed him for being similar to Snoop.

Big KRIT: would've fit in with the Dungeon Family/early Outkast sound in the mid 90s.

the '90s was vastly superior to this era. alot of these dudes yall are listing, wouldnt have even bothered to record a demo back then.

the only cases that can be made are people that got caught up in label politics, clergy systems, and other stuff that held talent back in the past decade that werent as big of a factor in the '90s.

99% of rappers now wouldnve have had a lane in the 90's. Not every extra bedroom had a laptop with pro tools and a mic and readily available instrumentals to make subpar mixtapes that have now become commonplace and acceptable. Ctas are too lazy now to have been able to put in any kind of work to be successful in the 90's.

The only people that could have come out in the 90's and became legends are the ones that DID come out in the 90's and became legends.
