They would have let Perkins expire had he accepted though, if Kanter gets a big offer they could come into next season around $90 million.
With Dion and all these other first rounders on the team they don't have any contracts set to expire, they'd have to move a lot of these guys and lose depth to avoid the luxury.

And there are two scenarios here -
1. He gets a big offer and accepts, you will be paying the repeaters tax when it does kick in since you're going to be over the luxury next season, when it kicks in that would make 3 years over luxury.
2. He waits till the new TV deal and then gets an even bigger offer
