It wasn't sexual in a "I'm trying to see what them titty's feel like" but it shows an obvious disregard for the dignity of women.

I mean, I doubt any sane person would suggest that just because a women has a bulletproof vest over their chest means you can freely grab them there w/o permission.

I think the fact that she's asleep (or at least appears so) while it happens makes it creepier for women too...
