To be honest, military and government technology fell off pretty heavily after Reagan's day. Private entities have been ahead of state R&D for a while now, and it shows pretty saliently in our military at least

I wouldnt doubt that the US government could create clones, but it super improbable. Why speculate about something like that without a clear estimate of purpose? it's equivalent to mentally jacking off.

A lot of it is private industries. General Dynamics, Dyncorp, Mantech, all kinds of different private companies are eating extremely well off of either developing government technology or running infrastructure overseas.

What is MORE concerning is private 'security services', aka private armies.
