In Kobe's case, this is done because his individual numbers and accomplishments clearly do not add up to some of the players they want to rank him ahead of.

Kareem is considered an all time great as well, but not generally on Mikes level because he wasnt the alpha on many of his title teams

if your theory was correct, Kareem would be considered a near consensus GOAT - but hes not because of playing off of Magic for many of his titles
