I think he would've been looked at maybe more like a Big L or a Big Pun than a Big or Pac, but he definitely would've been held in crazy high esteem.
I was a legit 50 fan since Power of the Dollar, but even I can admit that he wasn't the caliber of emcee as Big and he didn't have the same powerful song writing ability as Pac. 50 is very dope for what he does, but behind all the fancy marketing, top shelf production, catchy hooks, and dope voice, he was basically a shoot 'em up goon rapper. And I suspected after GRODT dropped (and I definitely knew after The Massacre dropped) that that type of music was only going to carry him for a few years on a worldwide/pop/crossover fandom level.
He became a part of the cultural zeitgeist from 2003-2005 but it was never in the cards for him to be at the top for many years. His music just wasn't transcendent enough. But if his career had been cut short I don't know if everyone would've realized that, so honestly I am leaning more towards yes than no on your initial question.
