This is backwards thinking. Because either way you can still sign veteran nobodies to fill in your roster. The idea of grabbing somebody like Bentil, for example (who wouldn't be my first choice) - is that he has a chance to develop, and if he does, if he turns into more than roster filler -- which these veteran bigs will not, because they are known quantities -- you have him for the next 2-3 years, and have the advantage in re-signing him.
This team is rebuilding. They are not good right now. Which means you should be betting on potential, rather than X Veteran player as a 15th man.
And that 2 million doesn't count toward the cap, doesn't impact roster structure in any way. So there is no opportunity cost. If you are arguing over that money, you are basically arguing to protect Dolan's personal financials, which I can't imagine anybody here cares about.
That's fair, and totally up to you.
Personally, Phil Jackson has not showed me that he has a great critical eye for this kind of stuff, and actually seems to have some problems with attention to detail.
Like I said, though... none of this stuff is make or break. FA starts up soon, and we're about to be cooking in here.
