Ross's word don't mean much since the whole CO fiasco....but he contradicted himself several times here.

According to Ross both camps cleared each other's verses.

According to Push's homeboy Upscale Vandal, Pusha T knew Wayne was gonna be on the song, he didn't mind....then his verse magically didn't appear on the album. The way this is worded it seems like it was CMR/Wayne that asked for the verse to be removed:

yeah, this is saying that it was "cleared" after push knew wayne was on it. It does not say it was recorded after push knew wayne was on it. I still think rose asked for verse and thats what push did. i dont think push would have wasted all those bars knowing damn well ross not gonna let him strangle his mans like that on the same record with him making it obvious who we has coming for.

I dont think anyone thinks every bar applies to wayne.

i think there are bars for Wayne, Bars for Drake and bars for Baby. a bar about thousandaires could easily be addressing shyt broke nikkas do to appear rich which dont have to be about the aforementioned individuals

I don't think Pusha T gave a fukk if Wayne was on the song or not. It was just a matter of timing. He's had several guest appearances since the Drake thing and never threw shots until after "Omerta". If "Palmolive" or "18 Wheeler" came out a bit later, this verse might've been on those songs.
