Regardless of whose email they are watching, our government should be able to piece that together. And what happens when these individuals stop using Gmail and sh!t and just start meeting face to face? You know what happens? Our governments surveil suspicious targets, work with informants, and take these individuals down. There is still room for tech to utilized where needed, but this is some old give an inch take a mile sh!t.

If there are known terrorist sites out there OR if the government knows certain types of sites to be hot beds for terrorist activity, then they should have to investigate further. To go beyond that they should have to get court orders if a judge also deems such a site as possibly harboring said activity.
