No, he can't use that money to do a 1-week gas tax holiday, that's not how federal budgets work. The shyt being sent to Ukraine is already paid-for weapons from the Pentagon defense appropriations. It's not cash and even if it was cash, that cash is part of the defense budget and can only be spent on defense shyt. It's a critical aspect of government in this country that the Executive Branch is not allowed to move money around on its own, it can only spend money within the constraints allocated by the legislative branch.


And a gas tax holiday is being considered, but Biden can't do it on his own, it has to be passed by the House and Senate first. Since money is involved it would need 60 senate votes. And Senate Republicans are openly opposing it. This article is from a right-wing site so you can't even accuse them of blaming Republicans:
