I'm convinced the "nearby" menu glitches on some pokemon.

Was chasing a machop for over an hour. I'm sure I hit every block in a 2 mile radius.Every off road path. Cross-referenced with Ingress, too. Everytime the shyt would be in the #1 slot with some random pokemon would pop in with 2 footprints and bump him down. I caught every other target on the menu (5 magikarps, for example), but this nikka was impossible to find :

And how this nikka in my town lvl 22 with a 1900+ Gyarados, 1833 Lapras, and 1800 snorlax, hoggin all the gyms

It does, best word of advice is if you notice it doesn't move, close the app and re open. it either disappeared along time ago(usually will re appear a lil later) or just failed to update (how close it is).
