There is a good chance both Rookies work their way higher into the rotation early but there is enough depth in front of them that it isn't necessary they start day 1 to fill a need.
Phil was smart to sign a lot of 1 year deals too. For 2 reasons. All those guys on those deals need to play hard to earn more money either from the knicks or another team next year.
Also just like Clyde hinted that there is a real possibility Melo opts out. if Melo decides he wants out, all those 1 year deals are easily movable with him (to get salaries to match and maybe get back more) and even if they aren't moved they won't affect the cap space of a post Melo knicks team either. Also those same players could be added to other trades as well for assets if they knicks want to help a trade happen as a 3rd team.
It sucks that the knicks didn't make moves that guaranteed them becoming a playoff team this offseason because they have no pick regardless. However, based on the reality of where the knick are and what they needed Phil did really well. I'm going to repeat my prediction that this isn't the same squad the knicks have by the trade deadline. All of these 1 year deals scream "movable asset" to me.
