I made two points:
Pete does not have control over appointing the leadership of the FAA. Potentially because the FAA predates the DOT. Without that sort of control it's hard to really do some of the things you suggest. Broad doesn't mean limitless
The FAA is a mess. But until they appoint the person (who I assume he wanted to run the agency) and not holdovers from previous years it is what it is.
Blame Biden. He clearly doesn't care much about this or sees it as problematic as you do. If he did he would have replaced a lot of folks.
